David Ostfeld has an
A.B. degree (1963), a B.S. degree, in electrical engineering
(1964) and a M.S. degree (1965), specializing in industrial
control systems, all from Washington University.
He received a J.D. degree in law from South Texas College
of Law in 1972 and is admitted to the Texas Bar, the United States
Patent and Trademark Office, the Customs Court, and Court of
Appeals for The Federal Circuit and various federal courts.
He resides in Houston, Texas.
As an engineer, Mr.
Ostfeld worked for Fluor Corporation, Union Carbide Corporation
and Tenneco, Inc. He
has been involved in construction and operation projects for
refineries, organic chemical plants and inorganic and metal
refining and smelting plants, including the design and
installation of real time computer control systems.
Mr. Ostfeld has been
a member of the Institute of Electrical and Electronics Engineers,
Inc. (IEEE) since 1965, and has been a member, Chair and Vice
Chair of its intellectual Property Committee.
Mr. Ostfeld has been a Council Chair.
He gives testimony and advice to the United States Trade
Representative, various committees of the U.S. Senate and House of
Representatives, the White House, and the U.S. Patent and
Trademark Office and the U.S. Departments of Commerce, State,
Energy and Justice concerning competitiveness and technology and
intellectual property issues for the United States. |

Understanding in international transactions and intellectual
property matters, including the preparation of intellectual
property filings, (patents, trademarks and copyrights),
formation of legal entities, mergers, acquisitions, customs,
export regulation, admiralty, insurance and contract
transactions such as joint ventures, franchises, limited
partnerships, distributor arrangements, representative
arrangements, the purchase and sale and lease of goods and
software (from small items through large items such as airplanes
and computers), construction contracts, technology agreements
including computer hardware and software contracts and the like
are required in today’s fast moving business environment.
This involves the understanding of relevant law for the
Far East (principally China, Japan, India, Malaysia, Indonesia,
Singapore, Taiwan and Australia), the Near East (principally
Syria, Saudi Arabia, Abu Dhabi, Egypt, Algeria, and Iran),
Africa (principally Egypt). |

He is a past and present Chair of several professional society
committees.
Mr.
Ostfeld began to practice law in 1973.
He specializes in international transactions and
intellectual property matters, including the preparation of
intellectual property filings.
He has published and lectured to many organizations
including his local IEEE-USA section in Houston on computer
systems, intellectual property and business
