October 17, Newport Golf
Club in Crosby Texas, (Click
Here for Map) is the location of the IEEE Houston 2nd annual golf
tournament. Proceeds go to the Scholarship Fund. Last year's event
raised enough to award three scholarships to extremely qualified engineering
students. We hope to do even better this year.
The tournament is a
four-man best ball, shotgun start at 8:00 AM. Registration fees are $110
each or $400 per team when registered together. Registration includes 18
holes of golf with cart, range balls, refreshments, awards luncheon, numerous
"prowess" prizes plus a host of door prizes. For full details and

is December 2 so mark your calendar. We are finalizing the program for

Blackout of 2003 Was
Widely Anticipated
IEEE Spectrum magazine has prepared a special report on the blackout that
plagued the United States and Canada last month, and assembled background
material that sheds light on it and points the way to solutions. Politicians
and reporters on both sides of the border were pointing fingers even before
power had been restored. However, three U.S. Department of Energy studies
going back to 1998 forecasted major difficulties in the electric power
system, making a massive U.S. power failure almost inevitable.

New Journals Due Next
Year Four new publications will roll off the presses in 2004, including a
journal on geoscience, published quarterly, and another on automation
sciences, coming out twice a year.

Online Courses Coming to
IEEE Xplore
Plans are under way for members and others with a technical bent to take
short courses over the Internet through IEEE Xplore, the IEEE's repository
of published information from its journals, transactions, and proceedings.

Services in Decade
This year marks the 10th anniversary of the IEEE's Financial Advantage
Program, which provides members with non-technical benefits. Over the years,
FAP has rolled out life insurance, financial services, and business
services.

IEEE ELECTION
By 1 September, election ballots will have been mailed to all IEEE voting
members in Regions 1-10, who are of Member grade and higher. Prior to
receiving your ballot packages, we encourage you to visit the Candidates'
website to familiarize yourself with the Candidates' Statements of Candidacy
and their biographical information. You can also visit their personal
websites from this page, by following the instructions on the chart.

When you return your ballot, assure that your annual election ballot is
counted by using the postage-paid envelope provided in your ballot package
and return the SIGNED ballot in time to be received before noon on 3
November 2003. Use sufficient postage for delivery to the United States.
Please do not mail your ballot to the Operations Center with other
correspondence.
